William Maffett

Asst. Vice Chancellor of Planning & Design

William joined the Facilities Services team as Assistant Vice Chancellor for Planning & Design in March 2024. His experience spans both higher education and private industry, including roles at Auburn University as Campus Architect, Campus Planner, and Space Manager, as well as work with nationally recognized architecture and engineering firms where he led higher education-focused teams and provided consulting services to colleges and universities across the country. Since joining the University of Tennessee, Knoxville, William has focused on strengthening organizational effectiveness, building high-performing teams, and driving transformational change through collaboration, strategic planning, and process improvement while enhancing how the University plans, prioritizes, and delivers projects in support of a more innovative, efficient, and future-focused campus.

As Assistant Vice Chancellor for Planning & Design, William oversees the Design Services, Space & Asset Data Management, and Project Administration teams.

Matt Motsko

Asst. Vice Chancellor of Construction

Matt Motsko began serving as the Assistant Vice Chancellor of Construction for Facilities Services in March 2024. He joined the Facilities Services team with 25 years of experience in the US Navy Civil Engineer Corps and Seabees, and over 4 years as an Engineering Consultant and with the US Army Corps of Engineers.

Matt most recently executed more than $500 million in capital improvements for those entities and is a licensed Professional Engineer and certified Project Manager who enjoys hiking with his wife and dogs, and doing triathlons. As AVC of Construction, Matt is responsible for the Capital Construction and In-House Construction teams.

Derek Bailey

Asst. Vice Chancellor of Operations

Derek Bailey has served as the Assistant Vice Chancellor of Operations for Facilities Services since June 2023. He has 18 years of facilities management experience at the university and previously served as the Director of Maintenance & Repair for the department. Derek is a Certified Educational Facilities Professional with a master’s degree in Facility Management who enjoys golfing, fishing, and cheering on the Vols in all sports.

As Assistant Vice Chancellor of Operations, Derek oversees Building Services, Utilities and Energy, Maintenance & Repair, and the FS Operations teams.

Michael T. Howze

Executive Director

Michael T. Howze is a results-driven leader with extensive experience in financial and operational management across higher education, secondary education, corporate, and not-for-profit organizations. He has a strong track record of building high-performing teams and aligning financial strategy with operational priorities to advance organizational effectiveness.

As Executive Director of Facilities Administration, Howze oversees the Administration and Finance, Communication and Information, and Safety units, providing integrated support across Facilities Services and the broader campus.
